Participation of Civil Society Organisations in
S2006 |

|
The International Monetary Fund (IMF) and
World Bank (WB) Group Annual Meetings will be held in Singapore in
September 2006. |
|
In the current security climate, the top
priority is to ensure the safety and security of our residents, visitors
and delegates to the Singapore 2006 (S2006) Annual Meetings. |
|
The Police recognize the importance of the
participation of Civil Society Organisations (CSOs) in the event. We
have made maximum effort to facilitate their involvement, within the
framework of our laws. However, we are unable to waive the current rules
which prohibit outdoor demonstrations and processions, so as not to
compromise security. |
|
The venue for the meetings will be made a
secured and private area. Security will be enhanced at a high level of
alert and vigilance to ensure safety for all delegates. |
|
As host for the Annual Meetings, Singapore
will follow the IMF/WB Group¨s tradition of constructive engagement with
accredited CSOs. |
|
The S2006 Organising Committee has
sought to facilitate the participation of these CSOs and to help
them run a successful CSO Forum. |
|
A private secured area will be set up
at the lobby of the conference venue at Suntec Singapore
International Convention and Exhibition Centre for accredited CSOs
to conduct their activities. This will enable these CSOs to gather
and engage directly with delegates to the Meetings while ensuring
that security is not undermined. |
|
Non-accredited CSOs can apply for a
Police Permit to conduct indoor public talks, in accordance with
existing rules. As long as the location does not compromise
security and the individuals concerned intend to abide by our
laws, the Police will consider their applications favourably. |
|
Outdoor demonstrations and processions
will not be allowed, in keeping with current rules. |
|
There is a need to prevent activities
which can undermine the robust security arrangements in place for
the IMF/WB Meetings, or disrupt our compact, multi-ethnic and
multi-religious community. The Police will respond to public order
and security situations fairly and firmly. |
